Printed document signed ("Th: Jefferson"), as Secretary of State, “Congress of the United States...An Act making an Appropriation for the purpose therein mentioned.” Philadelphia, March 3, 1791. Congressional lawmakers describe a payment to a Barbary State sultan, essentially a bribe for permitting American ships to pass through Mediterranean ports. After Jefferson became President in 1801--and after the Tripoli sultan decided he needed a larger "appropriation"--he decided to end this practice (at least in the case of Tripoli) through force of arms.
